Refrigerant lines from outdoor HVAC compressors to indoor air handler units are typically well insulated, and usually accompanied by a multi-conductor control cable. Here we have an installation that went the extra step of encasing the lines and cable in a protective cover, but left gaps at the anchor points.
If it was left this way, the covering will soon be full of rainwater and mud daubers. Hopefully, the contractor returned and wrapped the gaps.
